The Ministry of Culture and Information of the Republic of Kazakhstan announces a competition for the vacant position of Director of the Republican State Treasury Enterprise “State Historical and Cultural Museum-Reserve ‘Botai’.”

General qualification requirements for competition participants:

1. Name of the enterprise indicating its location, postal address, telephone number, and a brief description of its main activity:

The Republican State Treasury Enterprise “State Historical and Cultural Museum-Reserve ‘Botai’” is located at: North Kazakhstan Region, Aiyrtau District, Saumalkol village, B. Ashimova Street 15A. Tel.: 8 (71533) 21-8-80.

The subject of the enterprise’s activity is the implementation of cultural activities.

The purpose of the enterprise is to carry out research and cultural-educational activities in the field of culture, including the preservation of historical and cultural heritage, its promotion, as well as other activities provided by the present Charter.

1. The following persons are not admitted to participate in the competition:

1. persons under 18 (eighteen) years of age;
2. persons who have previously committed a corruption-related crime;
3. persons with an unexpunged or outstanding criminal record in accordance with the legislation of the Republic of Kazakhstan;
4. other cases provided for by the legislation of the Republic of Kazakhstan.

1.  Qualification requirements for candidates:

Higher (or postgraduate) education in one of the following fields of study:
pedagogical sciences (training of teachers with subject specialization in general development, natural sciences, humanities, languages and literature) and/or arts and humanities and/or social sciences, journalism and information and/or business, management and law and/or engineering, manufacturing and construction industries (architecture, construction, mechanical engineering) and/or information and communication technologies and/or natural sciences, mathematics and statistics and/or services (tourism, cultural and leisure activities).

Work experience:

at least 5 years in the field of culture or in managerial positions, or at least 5 years for persons included in the Presidential Youth Personnel Reserve, or at least 4 years in the field of culture or in managerial positions for persons who have completed postgraduate education programs in educational organizations under the President of the Republic of Kazakhstan or in foreign higher education institutions in priority specialties approved by the authorized body, and for persons holding an academic degree in one of the above-mentioned fields of training: Pedagogical sciences (teacher training with subject specialization in general education, natural sciences, humanities, languages and literature) and/or Arts and Humanities and/or Social Sciences, Journalism and Information and/or Business, Management and Law and/or Engineering, Manufacturing and Construction industries (architecture, construction, mechanical engineering) and/or Information and Communication Technologies and/or Natural Sciences, Mathematics and Statistics and/or Services (tourism, cultural and leisure activities).

4. Functional responsibilities:

Manages the production, administrative, economic, financial, and operational activities of the institution; exercises control over the preservation and efficient use of the organization’s property; and organizes anti-corruption measures.

Defines the policy and strategy of the organization’s activities, and coordinates the work of its departments in the formation and preservation of the museum collection, as well as the protection and use of historical and cultural monuments of the Republic of Kazakhstan in the interests of the state and society.

Leads the development and implementation of the museum’s (museum-reserve’s) plans, programs, and projects, and coordinates the work of structural units in their execution across all areas of activity.

Manages research activities and ensures the organization of events aimed at promoting and popularizing cultural values and the historical and cultural heritage of the people of Kazakhstan.

Ensures cooperation with cultural and arts organizations of the Republic of Kazakhstan and foreign countries.

Takes measures to ensure the organization is staffed with qualified personnel, supports the development of employees’ professional knowledge and experience, creates appropriate working conditions, and fosters a positive psychological atmosphere within the team.

Distributes specific areas of work among deputy directors, heads, and specialists of structural units and branches.

5. Must know:

The Constitution of the Republic of Kazakhstan; the Labor Code of the Republic of Kazakhstan; the Budget Code of the Republic of Kazakhstan; the Code of the Republic of Kazakhstan “On Administrative Offenses”; the Administrative Procedural and Process-Related Code of the Republic of Kazakhstan; the Laws of the Republic of Kazakhstan: “On Copyright and Related Rights,” “On Culture,” “On State Property,” “On Anti-Corruption,” “On Public Procurement”; rules for providing first aid; internal labor regulations; occupational safety and health requirements; industrial sanitation rules; and fire safety requirements.

6. A person applying to participate in the competition shall submit, within the time limits specified in the announcement of the competition, the following documents:

1. An application for participation in the competition in the form according to the annex. Candidates submit the application via the web portal talapker.e-qazyna.kz, attaching a CV in Kazakh and Russian, prepared in free format.

The web portal of the register automatically attaches to the application information on identity documents, education, pension contributions, and employment history of the applicant from relevant state information systems and databases through the “electronic government” gateway.

In case there is no information on employment history in the relevant state information system, the applicant shall attach to the application one of the documents confirming employment history as specified in Article 35 of the Labor Code of the Republic of Kazakhstan.

The acceptance of documents for participation in the competition ends after 7 (seven) working days from the date of publication of the announcement of the competition on the website talapker.e-qazyna.kz.

7. Date and venue of the competition:
